Ban order

ROING, Jul 12: Deputy Commissioner of Lower Dibang Valley District in a notice to all the citizens of the district has asked them to refrain from illegal cultivation, sale and use of Opium, marijuana and Gutka in the district citing that the use of opium not only spoils the lives of innocent youth but also deteriorates the society at large.

The notice shall come into force with immediate effect in the district of Lower Dibang Valley District and if any person is found violating this order he/she shall be punished under appropriate section of law, it said.

The District Agriculture Officer, Roing also issued a circular informing all the concerned that Department of Agriculture is going to conduct 9th Quenquenial Agriculture Census with the reference year 2010-11 in the state of Arunachal Pradesh. This Census will also be conducted in the district covering 20% of the village selected from each block. Further, it was also informed that the data collected during the census will not be utilized for settlement of any dispute in any Court of Law nor for deciding any tax to levy them. (DIPRO)

 

Association question MLA role

ITANAGAR, Jul 12:  Jomlo Mobuk Circle Welfare Association (JMCWA) has questioned the role of  BJP MLA Tamiyo Taga as opposition leader.

The association in a release today alleged that Taga led a delegation of few members of Dam affected area of Jomlo Mobuk circle of West Siang to New Delhi to meet Union Environment and Forest Minister Jairam Ramesh in favour of ruling Govt and Jaypee Associate Pvt Ltd of Siang Hydro project. The association further said that the indigenous inhabitants of dam affected area condemned the illegal signing of MoU/MoA, survey work  being carried out by the company and pre-planned meeting without the knowledge of public.

It also alleged that Jaypee Associate has been mobilizing public of dam affected area in its favour with money power.

 

SHG Training on Microenterprises

ITANAGAR, Jul 12: Two days SHG training on developing Microenterprises and book keeping was held at Khonsa from 8 to 9 July. It was jointly organized by Support Center State Microfinance Vision and DISHA a local NGO.

Total 60 participants from 15 SHGs participated in the programm. Many of the participant groups were formed by the ICDS functionaries. During the programme special focus was given on understanding business opportunities and book keeping. Second day was devoted to practical demonstration on making Tapioca Chips. Group discussions and interaction with individual members were the specialty of the programme.   

The camp was inaugurated by N. Tangjang, Labour and Employment Officer, Khonsa, Vijay Swami and Lomi Lionggi from Support Center, Pfokho John from AIDA, Wangfyak Wangsu and Gopal Bayang acted as resource persons for the programme.

Taki Mize, Jomlo Lego and Tani Taki have been selected as president, vice president and general secretary of the pre-Solung celebration committee, Guwahati which will be celebrated on August 25 next.

 

Condolence

ITANAGAR, Jul 12: Rajiv Gandhi University Community condoled the untimely demise of Bipin Chandra Kalita, who died this morning at his residence at Guwahati.

Bipin was serving as Cook under the university.

The RGU members observed two minute silence as a mark of respect to the departed soul and prayed almighty god to give enough strength to the bereaved family members to bear the irreparable loss.

ITANAGAR, Jul 12: SIRD-Arunachal Pradesh mourned the untimely demise of Tayo Bokar, S/o of Late K. Bokar, Chowkidar, who died on July 11 due to Cardiac Arrest.

Director SIRD Nyabin Ete led the Faculties and Staff of SIRD in expressing grief on the untimely death and prayed for eternal peace to the soul of late Tayo Bokar. He is survived by his wife and three minor daughters.

NSD to stage play

ITANAGAR: The National School of Drama (NSD), New Delhi on completion of its 45-day theatre workshop under the guidance of young actor from Arunachal Pradesh Riken Ngomle is staging a play with title “Tani Ao” at Dera Natung Govt College Auditorium on July 15 next.

The play was evolved during 45-day workshop and is directed by Ngomle who graduated from NSD and who currently associated with Studio Matejke,Wroclaw, Poland.

 

Pasighat Police seize illegal IMFL

PASIGHAT: The illegal sale of Indian Made Foreign Liquor (IMFL) is rampant in the oldest town, particularly on `dry' days when prohibition is in force in the State.

According to Police sources, two teams headed by SDPO BS Mehra and OC Pasighat  T Tatak seized illicit IMFL worth 20,000/- (twenty thousand) which were being sold in and around the Pasighat Township violating the provisions of section 34(a) AP Excise Act 1993.

The SP Alok Kumar stated in a release that such outlets often operate in town and a Non-FIR Case has been lodged against them. Kumar while directing the shopkeeper/venders to stick to opening and closing time informed that one shop was found open beyond the permitted time during the checking. (DIPRO)

Coordination meeting emphasise on presence of Govt officials

ANINI, Jul 12:  Co-ordination meeting of all HoDs of the district with  MLA cum Parliamentary Secretary for RD and PR Rajesh Tacho was conducted in the office chamber of the Deputy Commissioner to view the progress of developmental activities in the district and to discuss some general issues confronting the district viz. Govt. land encroachment, destruction of public utility places, frequent road disruption etc. The meeting   witnessed active participation of maximum number of officers.

Participating in the meeting Deputy Commissioner Abu Tayeng   urged upon all HoDs and other officers not to leave station unless in extreme cases as their presence is required in the district.

In the meeting, DC also informed that   X- Ray  unit of the District Hospital will be soon made functional with engagement of technical staff sponsored by Jindal Power Co. Ltd. Reposing faith on the competent team of  officers, DC is optimistic about acceleration in development activities.

Tacho briefing the large gathering of officers emphasized on pivotal role of officers in bringing the backward area in par with other developing or developed district.  Tacho said, we cannot think of a developed Arunachal, if the problems of remote district like ours were not attended to.  He appealed all officers and govt. employees to be punctual, sincere and devoted in discharging their duty. Presence of HoDs and other officers in station enables timely submission of schemes, estimates, formulation of policies for seeking financial aid from the Govt. which in turn gives impetus to  more developmental projects in the area, Tacho asserted.

 

Contractors demand review of enlistment rules

ITANAGAR, Jul 12: All Arunachal Contractors Welfare Association (AACWA) has demanded the state Govt for review of Arunachal Pradesh Enlistment of Contractors in works department rules, 2008 for the benefit of local and indigenous contractors in the state.

In a five-point memorandum to Chief Minister Jarbom Gamlin, the Association said that the limited tendering fixed within Rs 15 crore for Class 1 contractors under the rules has deprived the indigenous contractors from participating in tender process. The said rules should be reviewed and eligibility criteria for class-I contractors should be made unlimited in order to encourage the local contractors to participate in various bids, Association said. It further said that eligibility criteria for class-II grade contractors should also be enhanced to Rs 10 from the existing Rs 3 crore.

The Association further said the Enlistment contractors rules have also deprived the indigenous contractors of participating in tender bids for the ongoing Trans Arunachal High Way project.  The memorandum demanded that the tribal contractors should be given opportunity to participate in the ongoing bids on joint venture. The Association also urged  authority to adopt package system of tendering in various phases as well as sub-contract to all the eligible local contractors in the state. Such joint venture will definitely help the eligible tribal contractors, it said. While demanding review of all MoU/MoA signed with private power developers or public sector undertaking randomly, the Association alleged that no rules were followed while signing MoU/MoA with private power developers. Not even national or global tenders were invited for implementation of  hydro power project, it said.  Opposing the MOU, the  Association further said as per the provision of central electrical regulatory commission,  local people have right to implement hydro projects up to 100 MW  capacity.

The association also demanded that Relief and Rehabilitation and Disaster Management department   disclose the entire fund received from central and state Govt  and expenditure in public within a stipulated time frame. The Association said it would launch massive awareness campaign in the state on misuse of relief fund if the state Govt fails to disclose the fund received and expenditure.

Lastly, it demanded constitution of a high power committee with members from all civil societies and apex contractors association to find out the Govt servants who are involved in business activities and contract works in the name of their close relatives. As per rules and established norms they cannot do any contract or supply work even in the name of their relatives so long they are enjoying the  office of the profit, the Association said. It threatened to launch democratic movement if the Govt fails to pay heed to their demands within a stipulated time frame.

 

Dam affected people form Forum

ITANAGAR, Jul 12: The Lohit Valley Dam Affected Citizen’s Forum’ (LVDACF) was formed to protect the interest of the project affected people of 1750 MW Lower Demwe Hydro Electric Project  proposed to be built on river Lohit.

Praveen Tayang and Suraj Tayang were appointed as Chairman and General Secretary respectively while all the clans of the project affected families residing both sides of the banks of the Lohit river, viz , Tayang, Takaliang, Thalai, Mam, Yun, Brap, etc. would be the members of the Forum, according to a release.

Describing the main aim and objective of the Forum, the release said that despite welcoming the project, the citizens were unhappy over the meagre land compensation being offered to them.

“Several petitions were submitted pleading for substantial enhancement of the land rates by different individuals and clans. However, the lukewarm response of the authorities concerned had made the people apprehensive,” it said.

Besides, they are alarmed by the government's past records of facilitating the acquisition of the native's land for the corporate at throwaway price and often excluding them from sharing the benefits, the release said, and added that the Forum would take up the rightful demands and grievances of the affected people with the authority for redressal.

The mega hydel project which got the "environmental clearance" on January 12, 2010 is still awaiting ‘forest clearance.’

 

Two orgs withdraw from joint bandh call

ITANAGAR, Jul 12: Arunachal Pradesh Abo Tani Clans Youth Organization (APATCYO) and All Arunachal Pradesh Youth Forum (AAPYF) have withdrawn their organizations from the proposed 12-hour capital bandh jointly called by three organizations on July 14.

The bandh call chairman Kame Kipa, who is also president of APATCYO said that the demand for removal of health and family welfare minister Atum Welly is baseless and totally politicized and instigated by some vested interest persons.

Meanwhile, Arunachal Pradesh Youth Forum (APYF) in a separate release said that the Forum has unanimously taken a decision to withdraw itself from the proposed joint bandh call after threadbare discussion on the issue in its executive body meeting held today.

While opposing the bandh call All Rakap Colony Youth Welfare Society (ARCYWS) appealed the organizations to withdraw bandh call which only affects the life of daily wage earner, business community and public as a whole.  Moreover, bandh was proposed on under-investigation matter without knowing the actual fact, it said.

The Congress leader of Pakke-Kessang circle also opposed and condemned the proposed bandh call on July 14 as the case of illegal appointments is under investigation. Such bandh call, which affects the normal life, before the outcome of investigation is baseless, the leaders said.

The Congress leaders further said the PCC and AICC chiefs and CM should intervene  and enquire into the matter as the demand for resignation of a minister is politically motivated.

The proposed bandh call on July 14 is baseless as the such bandh call at the time of school and college admission affects both student  and business community, said Arunachal Private and Professional College Students’ Union (APPCSU) in a release today.

However, All Arunachal Pradesh Paatey (Tiger) Organisation (AAPPO) supported the proposed 12 hours bandh. It said that the bandh call is for social welfare of the state. The All Nyopin Sangram Phassang Youth Welfare Association(ANSPYWA) also extended support to  proposed July 14 bandh.

 

Hunting, tree felling prohibited

ITANAGAR, Jul 12: The Kaffha Area Development Welfare Society (KADWS), Seppa  has decided to prohibit hunting, felling trees, bamboos and collection of wood by ‘out siders’ within its jurisdiction to conserve the rich flora and fauna for eco-friendly environment.

It said that rampant hunting of wild animals using air rifle, catapult and other sophisticated weapons were going on within the Kaffha area.

While expressing concern over extensive use of explosive materials in fishing at Kameng river, which has threatened the very existence of aquatic animals in the river,  the society urged the district administration to stop such illegal practice immediately.

The society cautioned that action would be taken against the violators as per the bye laws of the society besides imposing fine.

 

PAYWA calls 76 hours bandh

ITANAGAR, Jul 12: The Paktu Ao Youth Welfare Association (PAYWA) has decided to call another bandh call in the form of 76 hrs starting from July 14 to press for release of four people who were had allegedly assaulted the Deputy Commissioner in his office chamber.

Meanwhile it has supported the two point memorandum submitted by Galo Welfare Society and asked Deputy Commissioner to gracefully exit himself as Deputy Commissioner Aalo as the people of Aalo especially Paktu area have lost their confidence on him.

The Second Phase bandh call on 8th July was called off after home minister Takar Marde assured the PAYWA that four arrestees will be released.  

The PAYWA also expressed regret at the transfer of Jalash Pertin.

The Deputy Commissioner Aalo has misled the state government which has resulted in Pertin’s transfer, it said. The Association said that Pertin was made the scapegoat to hide the mismanagement of DC himself.  The PAYWA also questioned the silence of APCSOA on the transfer of Pertin.

 

Clarion call to check population growth

ITANAGAR, Jul 12: Health mentors of Arunachal Pradesh made a clarion call to arrest the galloping population growth in the country and stabilize it.

It is important to take initiatives right onwards to curb the ever increasing population in India and the state in particular, Thangwang Wangham, Parliamentary Secretary (Health & Family Welfare, said while flagging off a rally organized on the occasion of World Population Day with the theme “Small Family: Overall Development here yesterday.

Highlighting the disadvantages and the burden of a large family, Wangham advised the students community to take  pro-active role in creating awareness among masses to adopt small family for overall development.

He sounded a caveat over the alarming demographic trend in the country and the possible economic and demographic fallout of population explosion in the nation’s economy. He called upon one and all to undertake social introspection in this regard.

Later, addressing the gathering at Vivekananda Hall, the Director of Health Services, Dr. K. Nishing, appealed to younger generation to propagate the message of population explosion among the masses. Stressing on family planning, he said that the World Population Day must be observed every year to sensitize the people of the state to go for a small family.

Nani Mali, Mission Director (NRHM) was all praise for the teachers and students who defied early morning downpour to participate in the programme. He appreciated the participants, especially students for making the programme a success.

The rally, which was flagged off at Akashdeep Market complex, culminated at Vivekananda Hall of RK Mission before it was taken out in the main thoroughfare of the township. Organised by Arunachal Pradesh State Health Society, Naharlagun under National Rural Health Mission (NRHM), the rally was participated by  nearly 1000 students and teachers of various schools of Capital Complex holding placards, banners reading “Chhota Parivar - Sukhi Parivar,” “Small Family: Overall Development,” “Small Family, Happy Family,” “Girl or Boy – Small Family is Joy,” “Family Small; Happiness All,”  “Chhota Parivar: Sampoorna Vikaas.” “Hum do - Humare do,.” A group song with a theme on world population and a skit/play was presented by the students of Hornbill English School, Itanagar. The skit/play portrayed the disadvantages and difficulties of a large family and the benefits and advantages of small family.

The officers and staff of Health Department, including  Dr. K. Nishing, Director of Health Services, Nani Mali, Mission Director (NRHM), Dr. D. Padung, Nodal Officer (NRHM), Dr. M. Boje, SFWO, Dr. Moji Jini, CMO, Arunachal State Hospital, Naharlagun, Dr. Emi Rumi, Project Director (APSACS) also took part in the rally.

 

Govt urged to improve potable water supply system

ITANAGAR, Jul 12: Achung Yumlam led group of All Nyishi Youth Association (ANYA) has urged the state Govt to formulate a concrete policy for improvement of drinking water supply system in the twin capital city of Itanagar and Naharlagun.

Drawing the attention of the Chief Minister and PHE ministers towards the reported irregular water supply in the twin capital for the last two years, the ANYA said   that citizens of the capital region are often depending on rain water for many days due to inadequate and   irregular supply of drinking water by the department concerned. Though the department is collecting massive water revenue, the citizens are deprived of regular and adequate water supply which is considered as essential service, Yumlam said.

It also questioned the department on utilization of central fund  provided to the state for augmentation of the water supply  project.

 

Sumo hearse vx-3 handed over to district hospital

BOMDILA, Jul 12: At a simple function in the Deputy Commissioner’s chamber DC Rinchin Tashi handed over a Tata Sumo Hearse VX-3 this morning to the DMO i/c Dr.M.Maiti in presence of Medical Superintendent Dr. Gom Lhamu of District Hospital Bomdila and Circle Officer (MV) Sang Khandu which was procured at an amount of rupees 5, 82,000/- by the District Administration.

Appreciating the state government for according sanction for purchase of the vehicle, DC Tashi hoped that, with the Hearse in operation, the poor and needy would be benefited in carrying-off the dead bodies of their near and dear ones. Further he expected the local health department to pay due attention for the proper upkeepment of the vehicle so as to facilitate timely service as hiring of commercial vehicles would be very taxing on the people especially the poor ones. EC, ACCYWA win in Tiger 7 Soccer Tourney

ITANAGAR, July 12: Empires Club pipped Papa XI 1-0 while ACCYWA  defeated Jubilee Sports Club 3-1 in preliminary round in the 2nd State Level Tiger 7 Soccer Tournament at Rajiv Gandhi Stadium, Naharlagun today.

Hilot Magli scored the winner for Empires against Papa XI.

For ACCYWA, Tanong Padung, Linga Tani and Nido Taro scored a goal each while Khaigan and David netted one goal each for Jubilee Sports Club.

Capital Complex SC will play against Model Sports tomorrow at 2.30 pm and Capital Complex SC will meet TTFC in the second match of the day at 4 pm.

Wild and unfounded allegations

Dear Editor,

This is in response to the press release by the so called ALSU (All Longsom Students Union) of Longding regarding allegation of irregularity in distribution of wages to job card holders and misappropriation of fund under MGNREGS which appeared on 23/06/2011 and 8/7/2011 of your daily respectively. It is very unfortunate that wild allegations are leveled against the departments and the administration without any basis, truth and more importantly idea on the issue.  The fund under MGNREGS is released by the Ministry of Rural development GOI to the district. The fund so received is further transferred to the concern BDOs/POs by the District Programme Coordinator as per the number of households. The BDO/ Programme officer take up works in the village panchayats on the annual work plan prepared and passed by the respective Gram panchyat as per the available fund received from the DPC, thus providing employment to the job card holders. Therefore the numbers of man-day generation depend on the available fund received from the MoRD Govt. of India. After preparation of muster roll by the concern gram Panchayat, the wages are paid by transferring the amount into the respective saving account of the job card holders from the joint account of the BDO and the Gram chairperson. The district has completed the opening of accounts of job card holders in the bank and post office. Therefore there is no question of irregularities and misappropriation of wages meant for the villagers/Job card holders. The clarification and the information could have been obtained from the Village Panchayat, concerned BDO or the DRDA and the DPC instead of giving out false impression of the district and the department concerned. I would therefore request the concern person to contact the BDO or DRDA and DC for any confusion and clarification instead of leveling wild and unfounded allegations.

A clarification

Dear Editor,

One NGO namely Sango Lamte Foundation, East Kameng District is relentlessly engaged in defaming my hard earned reputation on the ground that I had illegally appointed Anung Welly as SCO in Art & Culture Department and obtained fake certificates by forgery. The society is not only going to print media, visual media but even filed FIR against Atum Welly and me. I refrained from issuing my version of story to press media as advised to me by well wishers and friends. But now it is high time for me to clarify my action in whole episode.

Anung Welly and other 3 persons were appointed to the post of Staff Artist on adhoc basis by the Minister Art & Culture vide DAC/E-98/06 dated 1st June/2007. The file was put up by then Director C.S Jeinow and it did not go through me. Even I was not aware that they had been appointed to the post and came to know the matter only later on. During the process of the appointment the educational qualification of Miss Anung Welly was mentioned as Passed Class XII. In her application also she mentioned her educational qualification as HSLC and SSSE Pass

Of course it was me who had to initiate the case of Miss Anung Welly for promotion to the SCO on purely temporary basis, against a deputation

vacancy till return of regular incumbent to the post. I have also endorsed the file to govt for regularisation of her service on 3/6/08 and in that note too no where it was mentioned that her educational qualification was graduate. So Committing of forgery and obtaining fake graduation certificate does not arise. If there was any lapse of procedure in appointment and promotion of her, the aggrieved party should have filed civil suit in the High Court as is done in so many illegal appointments and after verifying the merit of the case it would have been declared illegal by the Hon'ble High Court with direction to terminate her service. The motive behind going to press, filing FIR is purely political vindictiveness against Atum Welly by group of people whose candidate was defeated in last Assembly Election by him. Moreover, had they been without any vindictive motive, would have named C.S.Jeinow also as initial appointment of Anung Welly was made by him. I have never been posted in the Department of Tax & Excise, but my name is dragged in the appointment of Akung Welly as Tax & Excise Inspector. Instead of naming the officers name who had processed file of his appointment, mention of my name also shows biasness towards me.

So far the fake certificate of Anung Welly is concerned it was obtained by the Director Art & Culture from D. C. Aalo vide Fax message dated 26/8/10, but it was not known who had planted that fake certificate at Aalo.

Since Payi Gyadi and Kuli Tachung have filed an FIR I also request the concerned Police Stations to investigate the matter thoroughly so that the fake certificate racket could be busted and real culprits brought to light. Such Acts of Sango Lamte Foundation Society only shows their ill motive to harass Atum Welly and me.

I do not remember Payi Gyadi meeting at any time, but I know Chapo Cheda, who is issuing statements demanding my resignation from the post of the Chief Information Commission as a President of RTI Forum. My first meeting with him goes back when I was posted as the Deputy Commissioner, East Kameng District Seppa. His name along with few others were recommended for land allotment at the field where different functions are held, by my predecessor to govt. when Public and students came to know about it there was hue and cry against the allotment. Although Govt. approved the same for allotment I refused to issue allotment order. Chapo Cheda along with Bimal Welly met me at my residence with a request to allocate a alternate plot within the four wall of ADC's residence. That too I have refused and asked them to see alternative suitable site. But before he could be allotted land at suitable site I left Seppa on transfer to Itanagar. Now to my astonishment I was told that he is taking revenge upon me for my failure to allot a plot of land at Seppa in his name.

So far planting of pistol in the car of Mr Pai Gyadi is concerned to implicate him, I also strongly condemn same and urge police to make a thorough investigation to identify culprits behind it. Not only Payi Gyadi, many RTI activists are facing threats. Even the same case with many PIO's. I appeal everyone to restrain themselves and use the provisions of RTI Act for the best of society. I am also accused of hiking fee, price of publication etc. for information sought to ten rupees, which is also false. The said order was issued by Department of Administrative reforms vide Gazette notification on 1st October, 2010, where as I have joined Information Commissioner on 1/3/2011 only.

At last I would like to ask one question to all learned citizens “did I commit a crime by marrying sister of Atum Welly?”

His contributions to the causes of conservation and promotion of tourism in Arunachal Pradesh is well-known and we are grateful to him for his untiring efforts.

I am to add that the butterfly mentioned in the news item has been photographed as a part of the project entitled “Community-based approaches to conservation of Apatani Landscape in Arunachal Pradesh” being implemented by Future Generations Arunachal (FGA) in collaboration with Ngunu Ziro, Ashoka Trust for Research in Ecology and Environment (ATREE), Darjeeling and Critical Ecosystem Partnership Fund (CEPF).

We bleed and suffer because of illegal appointments

Dear Editor,

While going through your edition of 3rd July, I read an letter by Olik Megu, where he has rightly voiced against illegal appointment of Surveyor. He deserves public appreciation for his strong campaign against anti-social activity. Let us join our hands to fight illegal appointment which is virus, causing the genuine candidates to suffer the blows. We bleed and suffer at the expense of illegal appointments. Stop illegal appointment! No nepotism and bribe.
